Do I get a picture of every page?

No. This pulls images already embedded in the PDF, as PNG files in a ZIP. For a picture of each page, use PDF to JPG, which runs on your device.

Why is the ZIP empty?

A text-only PDF may contain no embedded images. Vector drawings are not extracted as pictures.
